Dispositif : Après l'alinéa 8, insérer les deux alinéas suivants : « Elle insiste sur l'importance de la recherche fondamentale pour faire émerger les innovations de rupture. « Sa contribution à l'effort de défense doit faire l'objet d'un travail pérenne et significatif, conduit en coordination entre le ministère des armées, l'Agence nationale de la recherche et les acteurs académiques. » Exposé sommaire : Les innovations qui transforment le plus profondément les capacités militaires trouvent presque toujours leur origine dans des travaux de recherche fondamentale conduits sans visée applicative immédiate. Négliger ce socle au profit du seul financement de la recherche appliquée revient à tarir, à terme, le flux des ruptures technologiques dont dépend la supériorité opérationnelle. Le présent amendement vise à inscrire dans le rapport annexé l'exigence d'un effort pérenne en faveur de la recherche fondamentale d'intérêt défense et le principe d'une coordination renforcée entre ces acteurs.
