Dispositif : Après l'alinéa 67, insérer l'alinéa suivant : « Dans un contexte de haute intensité marqué par la multiplication des obstacles, les capacités du génie seront renforcées afin de garantir la liberté de manœuvre des forces. Le programme SYFRALL sera accéléré pour moderniser les moyens de franchissement. Parallèlement, une capacité d'ouverture et de sécurisation d'itinéraires sera reconstituée, avec le renouvellement des systèmes existants, notamment les SOUVIM, afin de remédier à leur obsolescence et à leur coût de maintien en condition opérationnelle. » Exposé sommaire : Le présent amendement vise à renforcer les capacités du génie, essentielles à la liberté de manœuvre des forces en haute intensité. Les conflits récents ont mis en évidence le rôle déterminant du franchissement et de l'ouverture d'itinéraires dans des environnements fortement minés et dégradés. Or, les moyens actuels, notamment les systèmes de type SOUVIM, sont vieillissants, lourds et coûteux en maintien en condition opérationnelle. Il est donc nécessaire d'accélérer le programme SYFRALL et de reconstituer une capacité d'ouverture d'itinéraires adaptée aux exigences d'un engagement majeur, afin de garantir la continuité de la manœuvre et du soutien logistique.
