Dispositif : Compléter l'alinéa 43 par la phrase suivante : « Une attention particulière sera portée au respect du calendrier du programme IRIS afin d'assurer le tuilage avec les capacités actuelles du système CSO et d'éviter toute rupture capacitaire en matière de renseignement d'origine image ; les besoins des armées en matière de revisite seront également pris en compte dans la définition de cette future capacité. » Exposé sommaire : Le système CSO constitue aujourd'hui le cœur des capacités souveraines françaises en matière de renseignement d'origine image (ROIM). Composé à terme de trois satellites, il permet d'assurer des missions de reconnaissance et d'identification à haute résolution au profit des forces armées. Toutefois, la fin de vie de ces satellites est attendue à l'horizon 2030, date à laquelle le programme IRIS est censé prendre le relais. Or, la présente actualisation prend acte d'un décalage du calendrier de ce programme, faisant peser un risque réel de rupture capacitaire dans un domaine pourtant critique pour l'autonomie stratégique nationale. Ce risque est d'autant plus préoccupant que le renseignement spatial a déjà été fragilisé ces dernières années par le report du lancement du troisième satellite CSO, lié à l'indisponibilité des lanceurs. Dans ce contexte, il apparaît indispensable de garantir un tuilage effectif entre les capacités actuelles et futures, afin d'assurer la continuité du renseignement spatial souverain. Par ailleurs, les besoins opérationnels des armées en matière de revisite des zones d'intérêt, déterminants pour le suivi des théâtres d'opérations et la réactivité décisionnelle, doivent être pleinement intégrés dans la conception du programme IRIS.
