À cet égard, l'OTAN fixe un objectif de 180 heures de vol annuelles pour maintenir un niveau optimal de compétence, objectif aujourd'hui difficile à atteindre de manière régulière. Cette situation dégrade progressivement la préparation opérationnelle, alors même que les engagements de haute intensité redeviennent une hypothèse crédible.
