Dispositif : Au début de l'alinéa 2, supprimer les mots : « Conformément aux arbitrages du Président de la République, ». Exposé sommaire : Le présent amendement vise donc à clarifier la rédaction en supprimant cette formulation, afin de rappeler explicitement que la programmation militaire, comme l'ensemble des lois de finances, relève de la souveraineté budgétaire du Parlement. Si le pouvoir exécutif propose et met en œuvre les orientations stratégiques de défense, il revient au Parlement, et à l'Assemblée nationale en premier lieu, d'autoriser, de discuter et de voter les crédits qui en découlent, conformément à l'article 34 de la Constitution. L'introduction, dans le rapport annexé, d'une référence aux « arbitrages du Président de la République » dans la trajectoire budgétaire de la loi de programmation militaire ne correspond pas à la répartition des compétences définie par les institutions de la Ve République. Elle tend à conférer à l'exécutif une fonction d'arbitrage budgétaire qui relève du domaine législatif et du débat parlementaire.
