Dispositif : Rédiger ainsi l'alinéa 28 : « Cette accélération du réarmement permettra de conduire des projets de coopération lorsque ceux-ci présentent un intérêt opérationnel et économique avéré. Ces coopérations devront être recherchées de manière pragmatique, au cas par cas, en fonction des besoins capacitaires et des intérêts stratégiques de la France. Sur les segments les plus critiques, tels que l'alerte avancée, les frappes dans la profondeur, la défense surface-air et l'espace, elles ne sauraient se faire au détriment de notre autonomie stratégique et devront privilégier, chaque fois que cela est possible, le recours aux technologies et aux industries françaises. » Exposé sommaire : Cet amendement vise à substituer à une approche idéologique de la coopération une logique pragmatique, fondée sur les intérêts stratégiques de la France. Si les coopérations peuvent être utiles, notamment sur les segments capacitaires les plus critiques qui demeurent pleinement pertinents, elles ne doivent être envisagées que lorsqu'elles répondent à un besoin opérationnel avéré. Elles ne sauraient, en tout état de cause, se faire au détriment de notre autonomie stratégique ni de notre base industrielle et technologique de défense.
