Dispositif : Compléter la première phrase de l'alinéa 70 par les mots : « à la suite de l'échec politique du projet MGCS. » Exposé sommaire : Le présent amendement vise à tirer les conséquences de l'échec du programme MGCS, qui relève avant tout d'un échec politique. En dépit des blocages persistants, des divergences industrielles et des désaccords stratégiques, les gouvernements successifs se sont obstinés à maintenir un cadre de coopération qui n'a pas permis d'aboutir à une solution opérationnelle dans des délais compatibles avec les besoins des armées. Cette situation a conduit à retarder la préparation de la succession du char Leclerc et fait peser un risque réel de rupture capacitaire. Il est donc nécessaire de reconnaître cet échec et d'en tirer les enseignements, afin de relancer sans délai des travaux adaptés aux besoins opérationnels et aux contraintes calendaires.
