Dans le même temps, la loi de programmation militaire 2024-2030 a renoncé à la mise en orbite d'un troisième satellite Syracuse IV, au profit du développement de la constellation européenne Iris2. Or, si son entrée en service opérationnelle était initialement envisagée à partir de 2030, le pilotage du projet directement par la Commission européenne semble désormais conduire à un décalage du calendrier au-delà de 2032. Ce glissement renforce significativement le risque de discontinuité capacitaire. Par ailleurs, cette constellation, de nature civile et reposant sur une architecture en orbite basse, ne présente ni les mêmes garanties de sécurité ni les mêmes caractéristiques de résilience que les satellites militaires patrimoniaux en orbite géostationnaire. Il convient au contraire de rappeler la complémentarité indispensable entre ces deux segments : d'une part, des satellites militaires souverains, durcis et hautement sécurisés ; d'autre part, des constellations de connectivité en orbite basse, plus flexibles mais moins protégées. En outre, la suppression du programme Syracuse IV-C fragilise l'ensemble de la filière industrielle nationale des télécommunications spatiales, déjà confrontée à de profondes restructurations et à un risque de perte de compétences critiques.
