Dispositif : Compléter l'alinéa 65 par la phrase suivante : « Ce renouvellement accéléré du LRU prend en compte les solutions françaises en cours de développement. » Exposé sommaire : L'armée de Terre fait face à une double contrainte : ses LRU seront frappés d'obsolescence en 2027, année même où la France doit être en mesure d'engager une division « bonne de guerre ». Le risque de rupture capacitaire est donc réel et documenté. Le programme FLP-T apporte une réponse structurelle, mais son calendrier est incompatible avec cette échéance — aucune solution ne pouvant être opérationnelle avant 2030. Cette situation ouvre mécaniquement la voie à un achat sur étagère étranger, au détriment de notre base industrielle et technologique de défense. Or des industriels français développent aujourd'hui, sur fonds propres, des solutions souveraines susceptibles de combler ce créneau. La DGA a elle-même reconnu l'intérêt de cette démarche et ouvert des perspectives de tests. Ces initiatives méritent d'être prises en compte dans la décision d'acquisition, et non écartées au seul motif qu'elles s'inscrivent hors du périmètre formel du programme existant. Le présent amendement vise à inscrire dans la programmation l'exigence que le renouvellement accéléré du LRU intègre l'évaluation des solutions françaises en cours de développement, avant tout recours à une acquisition étrangère.
