Exposé sommaire : Le premier alinéa de l'article 5 permet de reconstruire à l'identique, en tenant compte des spécificités de Mayotte. Cet article est trop généraliste et ne fait pas le distinguo entre les constructions faites par les Mahorais hors cadre légal, sans permis délivré par la mairie, et les constructions de bidonvilles faites par les immigrés illégaux, eux-mêmes en situation irrégulière, et qui doivent quitter le territoire mahorais. Le présent amendement a pour objectif de faire un recensement au plus près de la population à Mayotte.
