Exposé sommaire : Depuis sa départementalisation en 2011, Mayotte demeure dans une situation institutionnelle anormale et hybride. De nombreux services de l'État, bien qu'exerçant des compétences sur l'île, restent physiquement implantés à La Réunion. Cette organisation à distance nuit à l'efficacité des politiques publiques, affaiblit la réactivité des services, complique leur coordination et renforce le sentiment d'abandon largement exprimé par les Mahorais. C'est pourquoi un rapport du gouvernement doit expliquer selon quel calendrier les services de l'Etat seront rapatriés sur le territoire de Mayotte.
