Dispositif : À la première phrase de l'alinéa 27, après le mot : « menace » insérer le mot : « grave ». Exposé sommaire : Cet amendement vise à qualifier avec davantage de précision l'impact de l'immigration clandestine sur le pacte social mahorais. Ainsi l'ajout du terme « grave » permet de mieux rendre compte de l'ampleur des déséquilibres constatés et de leurs conséquences directes sur la cohésion sociale du territoire. À Mayotte, près de 50 % de la population est de nationalité étrangère, et entre 70 000 et 100 000 personnes vivraient en situation irrégulière selon la préfecture de Mayotte. Une telle proportion bouleverse profondément le fonctionnement des services publics, d'éducation, de santé, de logement, et d'ordre public. Cette pression migratoire alimente des tensions communautaires croissantes, encourage l'habitat illégal et favorise une économie souterraine qui pénalise les Mahorais. Dans un tel contexte, parler simplement de « menace » est insuffisant. Il convient ainsi de reconnaître une menace grave sur la stabilité du territoire national, sa sécurité et son avenir.
