Dispositif : Compléter la première phrase de l'alinéa 48 par les mots : « ainsi que la lutte contre les trafics associés ». Exposé sommaire : Cet amendement vise à élargir le champ du dialogue bilatéral à une réalité incontournable : l'immigration clandestine à Mayotte est, pour une large part, liée à des trafics organisés qui menacent la stabilité et la sécurité du territoire. En effet, l'essentiel des flux migratoires provient des Comores, en particulier de l'île d'Anjouan, distante de seulement 70 kilomètres. 87 % des étrangers en situation régulière à Mayotte sont comoriens, et 85 % des personnes interpellées en situation irrégulière sont également de nationalité comorienne. Ces migrations s'opèrent par des voies illégales, au moyen de kwassas-kwassas pilotés par des passeurs rémunérés, dans un contexte de forte disparité économique (PIB/hab : 9 000 € à Mayotte contre 703 € aux Comores). Ces mouvements ne sont pas spontanés : ils s'appuient sur de véritables filières structurées, impliquant trafics de migrants, faux papiers, contrebande et parfois exploitation humaine. Il est donc impératif que la coopération avec les Comores porte aussi sur le démantèlement actif de ces réseaux, sur les deux rives. Tel est l'objet de cet amendement.
