Exposé sommaire : Mayotte souffre d'un important déficit de logements sociaux. Le parc existant est très loin de couvrir les besoins de la population locale. La situation du logement social dans les Outre-mer se caractérise par des besoins particulièrement élevés, en raison d'une croissance démographique souvent bien supérieure à celle des départements hexagonaux, et d'une très forte proportion de ménages modestes. Ainsi, 66 % des habitants de Mayotte vivent dans des quartiers prioritaires de la politique de la ville (QPV), contre 8 % en moyenne en métropole. Selon les chiffres transmis par le Gouvernement à M. le député Yoann Gillet, rapporteur pour avis sur la mission Outre-mer dans le cadre du projet de loi de finances pour 2025, Mayotte comptait, en fin d'année dernière, seulement 1 288 logements sociaux toutes catégories confondues. Ainsi, le présent amendement vise à fixer un objectif annuel de construction de logements sociaux à Mayotte à hauteur de 1 500 unités, afin de répondre aux besoins identifiés. Cet objectif est indispensable, car les 24 000 logements annoncés sur dix ans dans le plan de reconstruction restent globaux et ne garantissent pas une réponse suffisante en matière de logement social.
