Dispositif : Compléter l'alinéa 165 par la phrase suivante : « Il est créé à Mayotte une université de l'océan Indien, établissement public à caractère scientifique, culturel et professionnel, relevant du ministre chargé de l'enseignement supérieur et de la recherche. » Exposé sommaire : L'Université de Mayotte (UMAY), récemment transformée en établissement public à caractère scientifique, culturel et professionnel, joue un rôle structurant pour l'avenir du territoire. Malgré ses avancées depuis sa création, son rayonnement reste limité par un pilotage éclaté, une offre de formation encore restreinte et une activité de recherche contrainte par le manque de moyens et d'infrastructures. L'idée d'un « Erasmus de l'océan Indien » n'est pas à la hauteur des possibilités de rayonnement et de coopération scientifique qu'offre la situation géographique et stratégique de Mayotte. Le présent amendement vise à transformer, dès à présent, l'université de Mayotte en une "Université de l'océan Indien", établissement public de plein exercice, porteuse d'une ambition régionale et internationale. Comme l'indique un rapport de la Cour des comptes de novembre 2024, cette transformation permettait de structurer une offre universitaire complète, de développer une coopération stratégique avec les universités de la région (Réunion, Madagascar, Comores, Seychelles, Maurice, Tanzanie, Inde, Mozambique) et faire émerger un pôle scientifique à rayonnement régional et international dans l'océan Indien.
