Dispositif : Compléter l'alinéa 268 par les mots : « en obtenant l'intégration de Mayotte comme entité française à part entière au sein de la Commission de l'Océan Indien. » Exposé sommaire : Cet amendement a pour objet de demander à l'État français d'œuvrer activement à la reconnaissance de la souveraineté de la France sur Mayotte par l'État des Comores. Depuis près de cinquante ans, la population mahoraise exprime de manière constante et massive son attachement à la République française. Le 22 décembre 1974, lors du premier référendum d'autodétermination, une majorité de 63 % des électeurs s'est prononcée contre l'indépendance. Ce choix a été confirmé le 8 février 1976 par un second référendum local, où plus de 99 % des votants ont rejeté l'intégration à l'Union des Comores. Le 29 mars 2009, un nouveau référendum a entériné le statut départemental de Mayotte, devenu effectif le 31 mars 2011. Malgré cette trajectoire démocratique et républicaine, la contestation persistante de la souveraineté française sur Mayotte par l'État comorien continue de produire des tensions diplomatiques et des ambiguïtés inacceptables. Il appartient aux autorités françaises, et en particulier au ministère de l'Europe et des Affaires étrangères, de rappeler avec clarté que les Mahorais sont des citoyens français à part entière, et que leur choix souverain doit être respecté au niveau international. Cette reconnaissance est une exigence de dignité, de cohérence diplomatique et de fidélité aux principes républicains.
