From 92df837e8f7224e9e5fadf4f84fb01644496f61d Mon Sep 17 00:00:00 2001 From: =?UTF-8?q?Fr=C3=A9d=C3=A9ric=20Falcon?= Date: Mon, 2 Jun 2025 12:00:00 +0200 Subject: [PATCH] =?UTF-8?q?Amendement=202=20(Rect)=20=E2=80=94=20apr=C3=A8?= =?UTF-8?q?s=20art.=203=20bis?= MIME-Version: 1.0 Content-Type: text/plain; charset=UTF-8 Content-Transfer-Encoding: 8bit Dispositif : L'article 6 de la loi n° 89‑462 du 6 juillet 1989 tendant à améliorer les rapports locatifs et portant modification de la loi n° 86‑1290 du 23 décembre 1986 est ainsi modifié : 1° Le 3° est complété par les mots : « sauf pour les logements situés dans les collectivités régies par l'article 73 de la Constitution » ; 2° Le septième alinéa est ainsi modifié : a) Au début, les mots : « En Guadeloupe, en Martinique, en Guyane, à La Réunion et à Mayotte » sont remplacés par les mots : « Dans les collectivités régies par l'article 73 de la Constitution » b) Le mot : « décent » est supprimé ; 3° Au a , la date : « 1 er janvier 2028 » est remplacée par la date : « 1 er janvier 2033 » ; 4° Au b , la date : « 1 er janvier 2031 » est remplacée par la date : « 1 er janvier 2036 ». Exposé sommaire : À défaut d'une suppression complète de la mise en œuvre du calendrier d'interdiction progressive de mise en location instauré par la loi Climat et Résilience, il est proposé de reporter ce calendrier de 5 ans pour les départements et régions d'outre-mer. L'objectif est de neutraliser l'interdiction de mise en location des logements classés G dès 2028, et d'accorder aux bailleurs un délai raisonnable pour se préparer aux futures exigences de rénovation énergétique. À défaut de pouvoir provoquer un véritable choc d'offre dans l'immédiat, cette mesure vise à atténuer les effets des contraintes énergétiques pesant sur l'offre locative, dans un contexte de crise du logement persistante.
