Exposé sommaire : Ce nouveau titre prend acte des évolutions apportées au texte au cours de son examen, en particulier de la suppression de l'article 1er, qui visait à permettre la création de collectivités uniques par délibérations départementales. Le texte a ainsi été recentré sur le transfert de compétences de la région Grand Est à la collectivité européenne d'Alsace. Dès lors, il n'est plus possible de maintenir un intitulé laissant croire à une réforme d'ampleur du millefeuille territorial. D'autant qu'une véritable simplification de ce dernier supposerait des choix bien plus structurants, notamment la suppression des grandes régions. C'est pourquoi il est proposé de substituer au titre initial « visant à simplifier le millefeuille territorial par la collectivité unique » celui de « visant au transfert de compétences de la région Grand Est à la collectivité européenne d'Alsace », plus honnête, plus lisible et plus fidèle aux attentes des Alsaciens.
